One of the tasks of the Investment Project Office is to study, generalize and replicate the best regional practices.
As a result, in November 2020, the “Practice of attracting investments to the Federal District – launching a new investment cycle at the Central Federal District level” appeared on the Agency for Strategic Initiatives’ (ASI) Smarteca platform.
In February 2021, ASI included two more practices of the Central Federal District in Smarteca: “The target model of working with investors is the organization of work to attract investment to the regions and increase its efficiency” and “Dynamic investment rating of regions: evaluation of the results of attracting investment – increasing the motivation of regions to attract investment and evaluating their results.”
In addition, we help promote successful practices that have been developed and have proven themselves well in individual subjects of the Central Federal District. The experience of Moscow and the Moscow Region in concluding offset contracts was not available to other regions until recently due to the high investment threshold for business. At the site of the Investment Council of the Central Federal District, proposals were prepared to increase the availability of the offset mechanism and, with the support of the Plenipotentiary Representative of the President of the Russian Federation in the Central Federal District, the relevant changes were adopted.
Another example is the development of responsible business in the Vladimir region based on the EPS rating of companies and the regional law. The practice is described in the ASI Smarteca platform and available for implementation in any region of the Russian Federation.
